Parking on University property is subject to parking permit regulations. Endorsement of the parking permit application is consent to:
- uphold University parking policies, permit rights, and responsibilities;
- pay promptly any amount due the University for fines, fees, or expenses for violation of such rules or regulations by vehicles owned or operated by the permit holder;
- follow all University Parking Services procedures.
In addition, the following basic policies apply to all who park on Harvard property:
- parking regulations prevail at all times, including nights, weekends and holidays;
- parking permits (i.e., hangtags) must be displayed at all times.
- Parking Services Monitors and Harvard University Police Department (HUPD) Officers are empowered to enforce parking regulations and issue citations.
- All vehicles parking on University property must possess a license plate and valid registration sticker, or risk being considered abandoned and removed from University property.
Citations are issued when general parking regulations are not followed. Vehicles not displaying the proper permit hangtag or sticker, parked in restricted areas such as fire lanes, crosswalks, and building entrances, or impeding the flow of vehicular or pedestrian traffic in any way, are subject to citation and towing at the owner's expense. All citations must be paid within 21 days of the date issued in order to avoid a late fee. Payments can be made by the following methods:
- pay citation online at https://portal.parking.harvard.edu/ebusiness/cmn/index.aspx
- mail citation with check or money order payable to "Harvard University";
- pay citation in person at the Parking office
Students with unpaid citations over 21 days old will be automatically term billed for the entire fee amount.
Payment of fines constitutes an agreement to the specified violation.
The holder of a parking permit who fails to pay a parking fine may be subject to towing, or non-renewal of his/her parking permit.
The University maintains a fair and objective appeal process by which a person can dispute a University-issued citation. Appeals should be based on the premise that the citation was not consistent with University parking regulations, or that extenuating circumstances existed that may excuse the appellant from compliance with regulations.
If you would like to appeal a citation, please download our Citation Appeal Form, fill it out and send it along with the citation to the Parking office. Please be aware that appeals must be postmarked or delivered to the Parking office within 21 days of the citation's issuance.
Tickets, Penalties, and Appeals
All parking on the campus of Harvard University is by permit only, and all vehicles not displaying a valid University-issued parking permit are subject to ticketing and/or towing without notice and at the owner's risk and expense.
All students are required to register their vehicles with Parking Services, and the student will be held responsible for any violation issued to that vehicle regardless of who is driving at the time of the violation. Citations will be issued for the following parking offenses: safety violations (including parking in a fire lane), regulatory violations (including parking in a reserved or assigned spot), or violations of accessible parking accommodations.
Any student wishing to appeal a citation must do so within 21 days of the date the citation was issued. You can appeal a citation online at https://portal.parking.harvard.edu/ebusiness/cmn/index.aspx
You can appeal a citation in writing. Citation Appeal forms are available on the "Documents" page.
All written appeals should be sent directly to the Parking office at Smith Campus Center (formerly Holyoke Center) 8th Floor, 1350 Massachusetts Ave., Cambridge, MA 02138.
To pay a citation, send a check payable to Harvard University to the Parking office at the above address within 21 days of receipt of the citation. A late charge will be applied to all violations that are not paid within that period. Violations that remain unpaid will be charged to the student's term bill.
Any unauthorized vehicle that is towed will also be issued a citation. In order to retrieve the vehicle, students must come to the Parking office during normal office hours to pay their fines and pick up the vehicle's claim check. These fines do not include a towing fee that is issued by the towing company. Students needing to pick up their claim check after normal business hours must do so at the Harvard University Police Department, 1033 Massachusetts Avenue, 6th Floor.
